Book Overview

Roger of Salisbury: Viceroy of England by Edward J. Kealey offers the first full-length study of one of the most powerful figures in twelfth-century England. Rising from obscure Norman origins to become bishop of Salisbury, Roger amassed extraordinary influence under King Henry I and Stephen, serving as chancellor, justiciar, and, in effect, viceroy of the realm. Kealey reconstructs Roger's career in meticulous detail--his role in consolidating royal finance and justice, the creation of the Exchequer, his ecclesiastical patronage, and his eventual downfall--showing how one man's administrative genius helped shape the very foundations of English governance.

Balancing narrative biography with institutional history, the book explores Roger's remarkable blend of ambition, skill, and loyalty, as well as the tensions between his service to crown and church. Kealey situates Roger within the larger Anglo-Norman world, tracing how his innovations reverberated in the governance of England and beyond. At once a story of meteoric rise and dramatic disgrace, Roger of Salisbury illuminates the emergence of medieval bureaucracy and the personal dimensions of political power in the early twelfth century.
