Jim Bennett is working for the Industrial Welfare Commission's Department of Investigations on a routine case. George Shannon has fallen from a ladder and died from a head injury. It looks like an industrial accident, and Bennett is ready to give his okay for payment to the widow. But someone sends him a note, suggesting that Shannon's death is no accident. When Bennett follows up with a few questions at the plant, a shadowy figure clubs him in an alley, threatening worse if he doesn't lay off.
